Presidential Decree No. PF–236 of 28 October 2026, “On Measures to Provide Social Support to the Population During the Transition to Market Principles in the Fuel and Energy Sector,” has been adopted.

Under the Decree, a one-off payment of UZS 1 million will be provided in November 2026, as part of support for the 2026/2027 heating season, to:

• families included in the Social Register (the Register);
• based on an assessment by the seven-member mahalla committee, families that are not included in the Register but meet its eligibility criteria in terms of their socioeconomic circumstances, including:
  • families whose per capita income does not exceed twice the minimum consumer expenditure;
  • families living in apartment buildings connected to a central heating system. Their average monthly income per family member must not exceed twice the minimum consumer expenditure in the Republic of Karakalpakstan and the regions, or three times that amount in Tashkent city;
  • certain families in need whose average monthly income per family member exceeds the thresholds above, subject to a decision by the district or city task forces responsible for creating stable jobs and increasing household incomes;
• citizens included in the Register of Older Persons and Persons with Disabilities Who Live Alone or Have No One to Support Them and Require Assistance with Daily Care, as well as families in which orphans and children deprived of parental care live.
