Membership

Women between 18 and 30 years of age who wish to assist in preventing offences involving women may join voluntarily.

An application must be submitted to the head of the district or city internal affairs authority or the district or city family and women’s department.

Each district and city has two members, while an area with a difficult crime situation may have three members.

Main duties

Members:

• participate in activities protecting women’s rights and lawful interests;
• assist with crime prevention;
• help identify and address women’s problems;
• assist in identifying circumstances adversely affecting girls in educational institutions.

Activities are performed for a total of 360 hours during one year, but no more than three hours per day, and must not adversely affect the member’s studies or employment.

A group member is not an internal affairs officer. She may not present herself as a law-enforcement officer or use special equipment or firearms.

A member who has made a significant contribution may receive a recommendation from the head of the Ministry of Internal Affairs Public Security Department. After successfully completing all selection stages, she may be admitted within the designated quota without an individual interview or test.

The procedure is established by Cabinet of Ministers Resolution No. 21.
