Available Channels for Seeking Assistance

Under Presidential Resolution No. PP-175 dated 10 May 2024 and Resolution of the Cabinet of Ministers No. 354 dated 25 June 2024, women affected by harassment and violence are provided with comprehensive social services.

An application or report may be submitted:

• to the short telephone number of the internal affairs authorities — 102;
• directly to a prevention inspector;
• to the unified dispatch service — 112;
• to the short helpline number — 1146;
• to an “Inson” Social Services Centre.

A report may be submitted by the affected person, another individual or legal entity, a social worker or a visiting community nurse.

A protection order is not required to receive social, psychological and legal services from an “Inson” Centre.

Information concerning a third person who reports an incident of violence must be kept confidential.

Measures Taken after an Application

The application is registered by the internal affairs authorities and immediately forwarded to a prevention inspector.

Within 24 hours, the prevention inspector:

• takes measures to issue a protection order;
• where necessary, prepares an official report for placement in a primary assistance room;
• conducts an interview with the person who committed the violence;
• identifies the affected person’s need for social, psychological and legal services.

A social worker conducts an initial assessment of the condition of the woman and her minor children within one working day.

Services Provided

“Inson” Centres provide:

• psychological assistance;
• support in obtaining emergency medical care;
• legal services;
• assistance in obtaining a protection order;
• support in restoring lost documents;
• assistance in accessing other public services;
• referrals for vocational training.

Temporary Placement and Rehabilitation

A woman and her minor children may be placed for up to three days in a primary assistance room at a hospital that has an emergency admission department. Medical assistance, a psychiatric examination, food and personal hygiene supplies are provided there.

If intensive rehabilitation is required, the woman may, with her consent and in accordance with the established procedure, be placed in a territorial rehabilitation centre. An individual rehabilitation programme comprising medical, psychological, social and legal services is developed for her.

All services must be provided with the person’s consent and with due protection of their safety and the confidentiality of personal data.

Where necessary, the social adaptation of a person who has received the services is monitored for six months.
